Project management training — including PMP, CAPM, PRINCE2 and Agile/Scrum programmes — is claimable under HRD Corp Claimable Courses (the scheme formerly and still widely called SBL-Khas), provided three things are true: your company is a registered HRD Corp levy contributor (mandatory for employers with 10 or more Malaysian employees), the training provider is HRD Corp registered, and that specific course is registered with HRD Corp. A provider being registered is not enough on its own — HRD Corp will not approve a grant for an unregistered course, so ask the provider for the course's HRD Corp programme number before you apply.
Is PMP HRDF claimable?
Yes — PMP exam-preparation training is HRDF claimable when delivered by an HRD Corp registered provider under a registered course. Importantly, PMP is treated as a professional certification course under HRD Corp's Allowable Cost Matrix, which means the course fee is claimable "as charged" on a per-participant basis rather than being capped at the RM1,750 per participant per day rate that applies to general public classes. This matters in practice: a 3-day PMP bootcamp priced at RM6,000 per person works out to RM2,000 per training day, which would exceed the general cap — but as a professional certification course the full RM6,000 is claimable. Two caveats: how a specific course is classified is decided by HRD Corp when it approves the grant, not by the provider's marketing, and every claim is still bounded by your available levy balance.
Can I claim the PMP exam fee under HRDF, or only the course fee?
Certification costs — including the examination fee, licensing fee and certificate fee charged by the certification body — are claimable under HRD Corp, not just the trainer's course fee. There is a condition most providers do not spell out: per HRD Corp's own guidance, certification costs must be applied for during the training grant application, before the training runs, and you should expect to supply a quotation from the certification body breaking down each cost item separately. You cannot bolt the exam fee onto the claim afterwards, and approval remains at HRD Corp's discretion on each individual grant. Professional certification, focus-area and industry-specific courses are not capped at a flat rate at all — they are claimed as charged, quoted per participant, and prorated according to attendance completion. Every claim is also limited by your available levy balance, and HRD Corp deducts a 4% service fee from approved claims, so a RM10,000 approved claim reimburses RM9,600.
How much does project management training cost in Malaysia?
A 2-day project management essentials course typically costs RM1,500–RM3,000 per participant (public class) or RM6,000–RM12,000 for an in-house group. Full PMP exam-prep programmes (usually 4–5 days) run higher, around RM3,500–RM6,000 per person, before the PMI examination fee. All are HRD Corp (HRDF) claimable under SBL-Khas — submit a quote to compare providers.
Is in-house or public project management training better for an HRDF claim?
The two are capped on completely different bases, which catches most employers out. In-house is capped per GROUP per day (RM10,500 for a general course), so the ceiling does not rise as you add people. Public class is capped per PARTICIPANT per day (RM1,750), so the ceiling scales with headcount — the two ceilings are identical at exactly 6 participants, and above that the public ceiling is the larger of the two. In cash terms, though, in-house is almost always cheaper for a team: an in-house 2-day group at RM6,000–RM12,000 costs far less than 10 public seats at RM1,500–RM3,000 each. The distinction largely disappears for PMP, CAPM and PRINCE2, because professional certification courses are claimed as charged in both modes. Note that in-house groups of fewer than 5 trainees are prorated.
Is there free HRDF claimable project management training?
Two different things get called "free" here. HRD Corp runs e-LATiH (elatih.hrdcorp.gov.my), a self-paced e-learning platform with over 1,000 genuinely free courses — including project management fundamentals — that is open to any individual in Malaysia, not just employees of levy-paying companies. That is free at the point of use but is self-study, not a certification programme. Separately, instructor-led project management training from a registered provider is not free, but for a registered employer with sufficient levy balance it is effectively free at the point of use, because the cost is reimbursed from a levy you have already paid. Note that PMP certification itself is never free: PMI charges its own examination fee regardless of who funds the training.
How do I claim HRDF for project management training?
Submit a training grant application via the HRD Corp e-TRiS portal before the training begins (the provider will usually help with this) and wait for approval — do not let the course start first, as training run before grant approval risks the claim being rejected. HRD Corp's stated service level for processing a complete grant application is 24 working hours (applications filed after 5pm start the clock the next working day).
