Training provider is HRD Corp registered (verify on hrdcorp.gov.my)[CRITICAL]
Course is registered on e-TRiS with a valid course code[CRITICAL]
SBL-Khas application submitted BEFORE or ON training start date[CRITICAL]
Training dates, venue, and participant list confirmed
Training invoice / quotation received from provider
DURING TRAINING — Collect Evidence
Attendance list signed by ALL participants (IC numbers filled)[CRITICAL]
Attendance list signed by trainer[CRITICAL]
Photos taken of training in progress (at least 3–5 photos)
Trainer's TTT certificate obtained (keep on file)
AFTER TRAINING — Submit Claim Within 30 Days
Invoice from provider: company letterhead, SSM reg no., training title, dates, breakdown of costs[CRITICAL]
Proof of payment: bank transfer receipt or cheque copy[CRITICAL]
Signed attendance list uploaded in clear PDF format[CRITICAL]
Training outline / course syllabus attached[CRITICAL]
Participant IC numbers match attendance list exactly
All amounts in MYR (Ringgit Malaysia)
Claim amount does not exceed e-TRiS allowable cost matrix limits
Company bank account on e-TRiS is active and verified[CRITICAL]
Submit claim within 30 calendar days of training end date[CRITICAL]
Claim reference number saved for follow-up

- Claim submitted after 30-day deadline
- Attendance list missing IC numbers or signatures
- Invoice not itemised (lump sum invoices rejected)
- Training provider registration expired
- Participant is not a Malaysian citizen or PR
